What is the ratio to mix white cement, sand and marble powder with water ?

You just need to use any one. Take 2 cups of cement, 1 cup of sand/marble powder and water in proportion to your desired consistency.

Apply two or three layers of cement and apply a new layer after each layer dries

@@CraftLead I've already applied 3 layers of cement and have dried each layer before applying the next one. But it isn't helping.
