Peltier modules are only about 5% efficient and require more energy input than a conventional compressor type. I think if you take everything into account, you would find your system is not really worth the expense and effort. Could be useful for cooling a very small space like a drinks cooler though.

to reach 10 degrees, you have to used a water block for heat side.....

Peltier module has two sides. One side is hot and the other one is cold. Try flipping it

I am trying to set up a peltier 12706, supplying power from a 12 Volt, 6 Amp transformer rectifying & filtering it into 12 V DC. At first the heat sinks on the hot side is heating up and cold side is cooling respectively. A few minutes later the cold side is also heating up. How to rectify this?

A lot of people don't realise that refrigerators and AC units have to exhaust the heat from somwhere. This is why AC units are mounted on the outside of a building or have a large tube that hangs out of the window. Running it indoors is pointless as the heat just goes around and around.
