More water is actually better, lift is created when the pressure created by the reaction is not capable of being completely contained. So when there is little to no water, there is a lot of room for the air pressure to remain only having a little amount of air pressure to cause it to lift since most of it is settled and water can't be compressed while gases can. When there is a lot of water, liquids are virtually incompressible so the gas can't do anything to compress the gas and must exit the canister to release the pressure. That little room created by the water allows more gas to initiate lift.
