Kat's kit is just inherently broken. It's why she's always weaker than she needs to be to see significant pro play, and why she's been basically unplayable for most of her lifespan as a champion.

It depends on your matchup and their team comp. Electrocute is good for 1v1 trades vs squishies and Conq is good if their team is tankier, since you will never burst down their team if they have large HP pools.

Galio, Yasuo, Vex, Fizz and Yone are all good bans too chose from. I ban Galio 90% of the time since he makes it hard for you to do anything
