Earned my subscription with this one. There's a lot of history behind Public Domain superheroes - the big reasons they're mostly from World War II are all about timing. First - Superman debuted in 1938 and his popularity brought in a TON of immitators. Some, like Batman, turned out to be profitable. Others, like a lot of the ones you drew from, either fell out of style or never caught on. It was a wild, "let's throw as much crazy stuff at the market and see what sticks" time. Second - copyright laws. If you create and/or own a character, but don't do anything with it, after a while that copyright lapses. Even if you DO make stuff with it, the copyright eventually expires (the original appearance of Superman enters the Public Domain pretty soon), but it happens quicker if you don't. Third, WWII was its own wild time, and it was easy inspiration for making up origins, adventures, and villains for the heroes Superman inspired. So, you have a whole lot of characters made around the same time, during WWII when you had the "bad German people" right there, and publishers dropping off production with MOST of them pretty quickly, so they all ended up in the Public Domain around the same time.

You're right and wrong. Copyright still applies and doesn't just 'lapse' due to inactivity. If you create a character, copyright is still upheld until it would originally be enterable into the public domain. Using or not using the character doesn't matter. As soon as you draw the character or write a story about it, the copyright is there whether or not you publish the work or not. What you're thinking of is a trademark, if you trademark your creation and don't use it then yea the trademark can 'lapse' but copyright would still apply.
