That was an awesome job, my family did the same thing for me, it was the hylian shield and the master sword, but same, I still loved so much they way the detail and the sculpt is really well done, one detail I really loved was the handle of the shield, better than jakks pacific's hylian shield from skyward sword, this was a really good video

Well, just go for it? If you know at least the basics of sewing, you could make your own tunic. There are many tutorials online, wigs and elf ears can be found on Ebay for example.

Age doesn't really matter much, in fact, you would perhaps fit even better for him for still being so young :) and about experience, everybody needs to start somewhere. Nowadays there's a lot of information on internet about how to make things, also with cheap and affordable materials. Everyone is capable~
