I admit that I have never seen concrete mixed this way. First you pour in a water/cement slurry, THEN add the gravel. And, when you wish to get rid of the excess water, since there always is, you place sand/dirt on the top of the form to soak it up, then remove it. Genius. You don't need a concrete mixer or need to labor so much to mix it. Seems too wet, but it's not for highway use.
