From my testing the Improved Vampiric Embrace RE does absolutely nothing toward your Vampire Lord healing, unfortunately.

Now i ask then, did you report it as a bug ^_^? Because that's a clear as day bug if that's true! I will be able to test here in few days if that's true 🤩 If it does (not) work, i will report ASAP.
