Hello. Sorry. I have the same charger. The IC 3113 is ok but does not appear 5 volts. Also oscilator circuit IC P1216 was replaced but the charger does not work. I think first I should have stand by en then the main voltaje but I do not find the problem. Thanks for your answer.

Hello, mine is blinking red/green but not charging batteries. what could that be? I have 2 with that problem, a DC18RC and a DC18SD. Regards

are you sure the batteries are ok?, if yes, then check the mosfet, the big capacitor, and small capacitor near the driving IC
