because they're not necessary

most coasters without vest restraints are focused on airtime. vest restraints and over the shoulder restraints limit that. even on coasters with inversions, most of the time vest restraints aren't necessary. take velocicoaster for example. it's that feeling of freedom and airtime that makes the ride so appealing.
