In theory, many things work. But in reality, life sucks. They can find all kind of excuses to explain. You need a lawyer.

If issues are not resolved you can always file a Police report. But do let the school and school district know about it. Also, enroll your child into Karate, Martial Art school. Hopefully she would not have to use it but like an airbag in the car, when you do need to deploy and airbag it needs to work.

I mean it's obvious this couple do not speak a lick of English and so do their kid. They were upper middle class in China and went down to lower middle class in Canada, in a rich city that are full of people richer than themselves.

(an obstetrician got sued for $14 million for a malpractice which happened 24 yrs prior, the INDEMNITY CEILING at that time was 5 million, he got struck off the list n declared bankrupt when he was only 50+) all in all, every profession has its OCCUPATIONAL HAZARD, i quit simply bc one of my colleagues took her life google this: Sydney doctor, 36, found dead days after vanishing from work (31 August 2022)
Malaysia is not heaven. There is good and bad people every where in the world. One need to realise that and accept the place as a whole to be happy. Good luck to the family.

Don't claim racism every time you or your child meet some conflict. You can't, no one can garrantee that you are never discriminated. Discrimination happens every where, all the time through history. New comers tend to have more such unpleasant experiences than those who aren't so new.
I feel sorry for this family. They were just unlucky. All the problems happened at the same time. Their main problem...? They did not have any friends in Canada to guide/help them from the beginning. Otherwise, things could have been different. Anyway, best of luck to them in their new life....
