Its depends on IP Planning.. Usually Ip assign cheyyunnathu oru structure unddavum.. like for a network 192.168.1.0/24 , Gateway ip 192.168.1.1 or in some companies they use 192.168.1.254 (last ip). It is just part of IP address plan.

Yes.. subnetting is basically a way of slicing an IP range nothing more than that.
