Yes but you have to be certified before the rank order list deadline.

If they were presented, they should be added under the presentation section. If the abstract is going to be published separately, accepted but not published yet, they should go under the accepted category, only if they are fully accepted.

That should fall under health reasons and they specified professional and academic issues as the reasons to answer yes.
