As long as I asked them "are you 21?" supposedly, they were not allowed to lie, even without looking at an ID. I was never able to actually test this theory as I would just ask for ID anyway, and I also doubt someone from that group ever came in to test us, but along the lines of your answer, I think that's what these pedophiles are thinking... you see the same thing with prostitution set ups when they ask if they're a cop. I'm not the expert, but I'm sure there are some statutes written in the laws where police do not have to ID themselves as an officer for this exact reason.
