That was over 25 years ago when violence was already around, but wasn’t as blatant and out in the open as it is today. Under his administration his focus was solely low level crimes such as targeting drug dealers, robberies and burglary. The criminals back then were a little bit more calculated than what we have today. The stop and frisk was a joke and it affected so many New Yorkers by also targeting law abiding citizens as well who had never committed any crime of any sort. I was a rookie 1st year when he left. The department knew he was out of his rocker then as he is in worse cases now. You can’t just pick and choose stereotypically to search and seize anyone at random just because they may fit a particular description. It’s against the policing law, which is why it doesn’t exist today. Even if he was in charge of the city today he wouldn’t be to handle the new level of blatant crimes that take place today. Not even the mayor of a joke we have in our current situation, and even he knows it.

I got stopped twice during her tenure, both times in office clothes, both times I had done nothing, the second time I initially refused to show ID and was told I'd be arrested for assaulting an officer if an officer touched me and impeded it in anyway. In my area practically all the men have been stop and frisked and it's absolutely still going on under Caban.
