There are many options here: 1. Not everyone starts out with poor judgement skills. 2. Your notion of "poor judgement" doesn't make someone generally unintelligent. People can get away with criminality for a long time by being smart about it. 3. The right people just weren't paying attention and he slipped through the cracks. 4. Modern society is very tolerant and supportive, so selection pressures that would have unalived people in the past aren't there anymore, allowing people with lacking intelligence and poor judgement to survive for long periods of time and reproduce.

Here's my take on this. Mind you, I am no expert. I am merely speaking from personal experience. The suspect, pumped up on adrenaline, was a moving target at least thirty yards away in semi-darkness. I'd say the officer, also pumped up on adrenaline, did well enough to stop the immediate threat, hitting the suspect enough times to make him drop his weapon and start bleeding like a stuck pig. That he was still able run around to the front of the house in darkness while bleeding from multiple gunshots speaks more about his determination to get away, more than it does the qualities of the officer's marksmanship with his duty weapon. Everyone is different. Some people would have dropped to the ground immediately with just a single hit in the leg or arm, while others would keep fighting after receiving multiple potentially lethal hits. The 1986 Miami shootout with the FBI is a good example of the latter. A lot of folks don't realize that this ain't the TeeVee. It's the real world and out in the real world, things don't always work like they should.

You're new to this aren't you? You have a lot to learn about firearms and how they interact in the real world, and not in the movies you watch. This channel has dozens if not hundreds of videos that will teach you about how inconsistent tasers and firearms can both be, and why officers use as many rounds as they do. I also recommend Donut Operators old videos as he used to break down a lot of shootings and explain things from an ex cops perspective.

2 things. Rain X is your friend. Overweight cops will usually be several steps behind in support. Get fit, your fellow officers rely on your prompt backup, not you lagging 8 feet behind.
