I think you meant if there is NO NAME on the birth certificate then IT IS INDEED HARD/HARDER in most cases if the father HAS NOT BEEN PROVEN VIA TESTING. Once it is signed you can nicely ask the dude who signed for assistance each month and if they refuse, you just take it to court. There will be an IMMEDIATE SUPPORT ORDER on the dude and no DNA ordered.*

*Ironically, it would be HARDER for that dude to say "am not the dad, go look for the real dad to help." Courts will usually refuse and only ask him one question, DID YOU SIGN THIS? And actually, pardon me, its two questions; they'll also ask, "did this person hold a gun to your head, or anyone else?" If it wasn't forced THEN CASE CLOSED. They are not going to remove him from that certificate until the "real dad" comes forward and claims to be the dad, and asks for rights and says he wants to be named dad on the birth certificate. That's the only way any other the dude would be removed and replaced with the "real dad." And even then, ONLY AFTER a paternity test has been done and dude's income info has been submitted to where there is THEN A NEW active CHILD SUPPORT ORDER. If real dad is an unemployed bum, and there is nothing to go off of for establishing an order, then the dude who signed is still on the hook for paying. It sucks but that's just how the system works. They know VERY WELL the lady's next stop the next month is VERY LIKELY to be welfare office. They will not play the back and forth game where someone agreed to pay/to be father] already and then now they think they gonna "back track." So gov't will make sure that child continues to be supported PERIOD. There's too many WELFARE CASES around the nation, so they're not about to knowingly add one more coz someone thinks they wonna be daddy today but not tomorrow. It just doesn't work that way. With that in mind, it always makes me wonder about whether the guys who sign their girlfriends/fiances birth certificates truly realize the implications of what it truly means when they're signing that birth certificate! I bet you a good majority don't fully understand lol!*
