a one-man report said it was the snow melting ! Had the person said it was dam dam operators, they would have been liable for billions of dollars in damages. How much and by who was he paid for the report ? Follow the money.

Fix the narrow bottle necks where it's more shallow in the river opg. It would be cheaper than causing more possible flooding in the river for any towns or homes/properties.
