In November 3rd week, you can easily ride a bike to Atal tunnel Sissu. There will be no issue. But only in case of live snowfall, only 4x4 vehicles will be allowed.

Yes you can go to Kaza in December but there are two routes for kaza, one is from Manali and another is from Shimla. So due to snow, Manali route to kaza will be closed in December. You can only visit kaza in December from Shimla side.

It’s totally depend on the weather on 29th. Agar snow zada nahi hui Rohtang me to definitely open rahega. Plan krne se phle Rohtang permit ki website pr jakr check kar sakte hai. And Manali me snowfall December Tak expected hai.
