Hon'ble PM P.V.Narasimha Rao during 1991-96 identified him and gave him an opportunity to work as finance minister when he was a chairman of UGC (University Grants Commission) at that time. Hon'ble PM PVNR gave him a free hand in taking the decisions as a finance minister. Most successful finance minister in the Rao's Govt. and totally a failed PM (2004-14) because of Gandhi family.
