Even though the phone was remote wiped by the original owner, I think there is still a chance it may be activation locked preventing its use by whoever you give it to. You should verify first!

I think what you do is pretty cool - wish I had the scuba diving abilities so I could do some of this because there is no doubt places around where I live that most likely have some lost and found items.
