I'm not sure if this has been suggested but a place like that might have people sign injury waivers. You have dates and times in the go pro. Maybe that might help you track down the owner? where I live in Ontario Canada our eye doctors collect old prescription eye glasses to donate to people who need them. Some of the doctors are a part of Doctors without Borders and take the glasses with them for the poor areas of other countries.
