I lost the flow at 02:18 when you say 10 bits for mantissa and 6 bits for exponent. Because, how do computer know that ? You didn't said that in video.

It depends on the os and hardware architecture. I used a small instance of the problem so it would be easier to grasp the idea.

Only the first number (to the complete left) is a negative number, so: -8 plus 1 = -7 -7 + 0.5 = -6.5 -6.5 + 0.25 = -6.25 -6.25 is the correct answer there. It seems you added the 0.5 and 0.25 and went back to minus, but you’re already below zero so adding makes the number go closer to 0

I understand why you ask this question ... Towards the end the calculation was not done to return the mantissa to the positive two's complement value. ie. 1001.11 is (- 0110.01) ... That is then -6.25

1001.11 = -8 + 0 + 0 + 1 + 0.5 + 0.25 = -6.25. You can check this as well by applying 2's complement. 1001.11 = -(0110.01) = -6.25 Sorry late reply..
