why weaving is decentralised in India?

The structure of the India textile industry is extremely complex. On one hand we have the mechanized mills sector (modern) and on the other we have the hand-spinning and weaving sector (traditional). Between these two falls the small-scale power-loom sector. And if you see only the hand-spinning and weaving sector (i.e. the traditional industry) is a decentralized sector. Govt has granted a lot of concession to these sectors and due to which their total productivity has gone up as well. The reason govt has given such huge concessions and has decentralized it because it is an Agro-based industry and the raw material that are needed hugely depends on weather and rainfall conditions and due to that the price fluctuates too. That's why its decentralized.
