I'm actually playing Tropico 3 right now, there's really no good reason to be a dictator in the game oddly enough. It's pretty easy to keep people happy. You have the options to be a dictator, but so far I've done most of the 15 campaigns, and none of them actually have you being a dictator as a goal.

There IS a traffic filter, one of the small buttons on the bottom right. You can upgrade your roads without bulldozing them first (same with upgrading houses, etc to medium or high density)

Does density really translate to income in this game? I feel like just slapping down regular high density zones means that a lot of low income people can live in one tile and you need to boost the property value in order for a ton of rich people to live together in zone.

It has some bad memory leaks and other issues with it, but I did have a pretty good time with it for a couple of playthroughs. The faction diplomacy piece is actually fairly interesting, and the passage through time is nice.

Stopped too soon with developing the gold and iron mines and building beaches. Every time you built a mine your revenue went up, but then you over built residential and commercial in response.

He needs to keep the High Income low, to attract them into moving into the city. You can't tax people who do not exist yet. It makes more sense to tax the majority present to maximize profits.
