Exalt are basically an Insult at this point. There also needs to be a meme of Chand looking back and forth between a Viper and a Nivan. Also Advent has upped their training, now their troops can fire overwatch shots and return fire even when panicked and stunned.

Can you capture/recruit Exalt operatives?

Yes, but he exclusively executes them. Im assuming hes killing rookies, because otherwise it would be incredibly stupid to not try and capture high ranking exalt operatives. The only other reason is to make exalt lose its squads for the month, because killing enough of them will cause exalt to stop appearing for the month.
