How can you tell if the plane is overweight? Passengers were not weigh in with their luggage.

Luggage are trace by the tags on them the passenger must have a copy of the tag #

Just referral those questions to FAA… Those are the ones who authorized those law enforcement officers to carry on board. But for a short answer YES Federal US Air Marshals do carry on the airline.
