It is Abe Lincoln I think. Although for all his problems commanding a campaign McClellan did train the Army of the Potomac well, so they might credit him there. He just made such a pretty army that he was afraid to use it nor was he able to accept that the whole plan is often useless as soon as the first shot is fired.

McClellan was from the East Coast, though, so the guy doing the intro would have probably sounded more like him than he would Lincoln (born in Kentucky, and spent most of his life in Illinois).
