Rush Hour is how I first heard it too 😂 The beat is just a sample of an 80s song called "Genius Of Love". The producer didn’t really do much on this or Heartbreaker, which is another sample.

It's def mid 90s. I think it's easy for us to think of the 90s as being basically just 1999 and 2000, but there was nearly a whole decade before that which was a lot closer to the 80s than anyone wanted to admit once we reached the 2000s and everything was about sleek.
