I've studied in Gov higher education. Lecturers like they have absolute immunity (gods) and some of them do take advantage of that. like Meraba perempuan in hostel, compliant further other lecturer will fail you. Ustaz demean other race, complaint further you will fail. Physically assault student, compliant further other lecturer will fail you. Humiliate students in public. Most students know they are there because they cannot afford outside education and with failing exam you can get kicked out. Many will choose to press no further. Kudos to UM students to highlighting this.

Malaysian govt agencies are famous for passing their duties around till many of them become NFA. The govt must enforce that once a problem is allocated to a department, it must be addressed by that department alone, rather than being passed from one department to another until it is resolved or ends up as NFA. Here, the problem is that many department heads are not truly qualified for their positions, but here quality and competency are not the qualifications; who you know is, and that is the problem with many problems that were intended to be dealt with professionally but weren't.
