I always found it weird that they made a character exclusive to those that didn't even have the game. That would be like playing Smash 3DS on download play but you could only use Toad, and he's exclusive there. Would I subsitute ROB to have Shy Guy playable in the main game? Maybe...

Having ROB as the exlusive would (kinda) be fitting as he's not a Mario character.

I think this was a perfect decision. Remove the ability for players without a cartridge to choose their character, but give them an exclusive character not found in the base game. It both motivates new players to buy the game, whilst incentivising Local Multiplayer for the sheer novelty of an exclusive character - especially since its colors would be randomly assorted out of 8 of them, making them even mroe exclusive. It's brilliant. When playing with my sister and cousins, I'd sometimes ask to play with one of the DS's without the cartridge just to play with Shy Guy.

Shy guy can only be played as in download play and you can't choose a kart you just get the same kart everytime.
