In Mario Kart Wii, Funky Kong has the best speed stat out of all the heavyweights, but not overall. The Baby versions of Luigi and Daisy are both faster than him. Also, while Funky Kong isn’t all that great in Mario Kart 8 Deluxe, his downsides can be alleviated by using Biddybuggy or Mr Scooty, along with Roller Wheels, and, to a lesser extent, the Paper Glider.

Having the highest speed stat is still really good, for the purposes of making from-the-back comebacks. Mini-turbo is the better stat for staying in the front of the pack, but all the catch-up items like mushrooms and bullet bills work off of a character’s speed. So a Funky’s bullet bill is better than a Lemmy’s. This is also why you want coins, they DO make a noticeable addition to ones speed.

+4 isn't actually the highest in the game. It actually goes to Baby Luigi and Baby Daisy with a wooping +5. However, as you mention, Funky Kong has access to the Flame Runner, which is why he is good. TL:DR Funky Kong doesn't have the highest speed bonus in Wii, Funky Kong has the highest speed bonus of the heavyweights.

Two big things are not mentioned in the video. The first one is that in mario kart wii, if you get hit by an item that completely stops you, you can press the reverse and forward buttons at the same time and charge a miniturbo in place, getting you back to top speed. There also is the boost that, if timed correctly, you can get a miniturbo when dropped by lakitu. These two things made acceleration basically unneeded. However, in mario kart deluxe this doesn't exist, and with double the items acceleration makes it easier to not fall behind when hit

More info: The mini turbo stat decreases the time it takes to get the boost, increases the speed of the boost, and increases the length of the boost. It is usually close to the acceleration stat - low mini turbo usually means high speed and vice versa. Yoshi teddybuggy (rollers paper glider) only has 2 less mini turbo than the highest mini turbo combo (which also has the least speed), but has 8 speed So yoshi teddybuggy has 16 mini turbo and 8 speed

I really hope they add mini turbo back in as one of the shown stats in the next game. One thing about this series that’s weirdly never consistent is how they show kart stats. In MK-Wii I've ended up using the Funky/Bowser Bike (Bowser Bike is a better name, fite me) mostly for Time Trial modes. I found the acceleration too sluggish for a weapons-heavy race (I know you're probably supposed to do a static mini-turbo to get back up to speed, but that doesn't come instinctively to me and also feels slow to set up & pull off), so my racing combo of choice has actually become Baby Luigi/Magikruiser as of late. Took that to finally Golding all the Mirror Grands Prix.
