Ghosts are different than a huge beast. Remember even though Luigi is usually scared in most cases he prevails beyond his fear and saves the day. Whether it's Bowser, Antasma, King Boo etc. Luigi will always put on a brave face in menacing and disheartening situations. Also my boy is really strong and can take Zavok in a fight, so there's also that.
