I have found the contrary, Any personal planet conjunct or coming into the angles, It's a totally the personal planet imposing that energy and the angle person totally receiving it💁🏼‍♀️

This is actually not true in my case lol I had an encounter with a mars conjunct mh ascendant guy & he was extremely into me from the minute he saw me. He confessed to me that the moment he saw me he had to have me and literally got off the bus (far from his home) just to talk to me. The guy wanted to marry me and though i did find him beautiful (as he was) i didnt feel any type of weird energy & ive never really had a crazy attraction to any mars conjunct my ascendant guy
