Yes, that was what I was told too - I stayed in Surigao City for 2 weeks, and was surprised by the lack of foreigners. Most travelers go direct to Siargao, Surigao is not the stop off point I thought it would be.

Which hotel did you stay in Surigao City? I stayed at the Annex for two weeks in August, it's nice and handy to the boulevard and affordable.

Yes, that's correct. Perhaps I should make that clear. I used to convert currencies into multiple denominations but it's too time consuming and not really the point.
