I remember that Martin Short in some interview basically said that he has a voice in his head that always just makes insult jokes about everything that's happening around him and he just doesn't say the jokes since he doesn't want to hurt people's feelings since he doesn't actually mean what he would be saying but the jokes in his head are funny nevertheless. Anyways, so Jiminy Glick was invented by him as a way to not hold back on the insult jokes but also as a way to not hurt people's feelings since it would be obvious that it's the jokes aren't meant to hurt people's feelings but rather they're extremely funny comments that need to be said.

@@KTmin3 Norm defended Louie CK and Roseanne during their "cancellation", then used the phrase "You'd have to be retar...I mean, have down syndrome, to think that..." and Jimmy Fallon's staffers got wind of it and allegedly cried because Norm was in the building, and Jimmy Fallon had to personally ask Norm to leave the dressing room and cancel his Tonight Show appearance, and then very shortly after that Norm was cancelled from appearing on the Conan show, and has never appeared on either since.

I am not familiar with her work; she's married to one of Rupert Murdoch's sons. This is the only appearance Martin Short had on the old show that fits, at least.
