For clarification about Luna freezing Jeff. While underground he is immune to any such effects. But this Jeff decided to immediately spit out his teammates, and during the spit animation he can be stunned like normal. That’s when the freeze hit. Also nice to know when looking to interrupt his ultimate, try to predict when and where he is going to spit.

13:38 just to be clear, you can't typically Luna freeze jeff out of his ult, Luna in this clip got very lucky and managed to hit Jeff right as he popped up presumably to spit out their venom. You have to slow it down to see b/c it's literally frame perfect but you can only cc Jeff during that short window before he goes back under which honestly makes the clip that much more impressive.
