In the S-tier: Star-Lord is absolutely over-tuned and will need some minor adjustments before full release. I don't think he needs a lot but I think if his damage was reduced just a bit, he would feel more fair to play against. Right now, he just has no weaknesses and an answer/escape for almost every scenario and players pretty universally agree that he's basically broken. In need of just a little balancing. Scarlet Witch feels like she's just about right. Her ultimate can be ridiculously strong but there are honestly a lot of ways to counter it (it's blocked by all shields, walls, she can be stunned out of it with multiple abilities or just straight murdered before it goes off, etc.). If she needs any adjustment, maybe the range on her basic attack is a bit too long. I don't know. It wouldn't take much to make her feel strong-but-fair. Hela is one I have a difficult time assessing. I feel like she might be a "feast-or-famine" character, like Widowmaker in OW. It seems like she relies on precision to get value, so players good at hitting headshots will really do a lot of lifting. I've only played her a few times but I never really felt like I was being all that effective and like I would have been a better asset to my team as an Iron Man or Storm. Her ultimate is really strong though, as is her synergy with Loki. I can't really say if I feel like she needs a nerf at this point.

I really underestimated Namor, even after the first time or two playing him. He's pretty basic in playstyle but I very quickly realized how to use him effectively and he can become a MONSTER! He's almost always the highest damage output on the team (except maybe a really good Star-Lord). He's almost impossible to dive because of his turrets and escape shield and his ultimate is probably one of the strongest in the game, if you use it right. I didn't think I would be all that interested in playing Namor but after seeing how effective he can get, I'm finding myself playing him more and more. Peni is also a really weird character and can feel ineffective and frustrating at first. But she is NOT played like any other tank. She's better on defense than offense but her thing is locking down an area and denying it to the enemy team. Once I figured out how to play her, I think she's one of the more fun and interesting tanks. Her ultimate is also really good.
