Before the MCU Marvel’s heavy hitters were the X-Men Fantastic 4 Spider-Man and the Hulk. They sold the film rights for them in the 90’s after they went bankrupt forcing them to use their b-ranked and c-ranked characters. The MCU has always been using less popular characters.

It can be a stretch, but in Black Widow movie Alexis mention few times about how he confronts Captain America, which was believed he was lying but he said them like it did happened. My guess this would be “What if the Red Guardian met the Winter Soldier”
