Thanks! They are “endangered” civilians so I imagine that as Red Skull busts into these locations and destroys things these are civilians that are caught in the crossfire and need rescuing. Classic movie example is thousands of people are driving over a bridge, bridge cables are damaged in a superhero fight, then lots of people need rescuing or a school bus is falling etc.
