This is a great miracle indeed !! Jesus said forgive 77x7 times. The mercy of God is immense and must be administered so, it is bad that a priest can refuse to give pardon. The sacrament of confession is to show mercy because like one disciple said 'I do what I do not want to do and do not do what I desire to do'.

It’s important for you not to be presumptuous and to call something the church permits ‘bad.’ In 50 years of confession I’ve not had pardon withheld. This is only done typically when no contrition is found, and then only temporarily to shake up the person to try a little harder. Our Lord asked Peter 3 times, this is similar.
