The dam crew dont even realize they got a big leak on the side of the second gate door thing on the left side of the dam im pretty sure thats wear and tear on the rubber seal i think thats whats on the side of each gate

It may be but dear when the gate opened and after some time when close the gate then may be minor leakage is occurred so this due to may be wood or large stone is that side so may be some leakage is occurred or after some time the leakage has been stopped due to settlement of silt. If the leakage is occurred due to breakdown then it is increased with time but the leakage is stopped it means there is no any damage of seal occurred
