Massive floods force mass evacuations in China's Guangdong province | DW News

In China at least four people have been killed and more than a hundred thousand evacuated after heavy rains caused extensive flooding in Guangdong province. The government issued its highest-level rainstorm warning on Tuesday as rains continued to batter the south of the country. Meteorologists in the megacity of Shenzhen warned citizens the risk of flash floods was very high. Chinese state media said it was a once in a century event.

Once in a century event? The same floods happened last year, at the exact same time in the Guangdong province. In fact it happened twice last year. First was in spring, then later in September 2023, when Typhoon Haikui came in and flooded the entire east coast from Guangdong all the way up to Beijing. Then it also happened in 2022, too. Remember when hundreds of cars were trapped inside the tunnel when the floods came and the Chinese said only 8 people died when in reality it was thousands.

I lived in China in 2003 and flooding was commonplace in June and July. I remember the waters rose 40-50 feet over night! I have since learned that it was likely a dam discharge or failure that caused the water to raise so quickly in conjunction with the rain. But I remember commenting when I arrived in China about all the brown lines on all the shop walls that was about 3 feet high...it was the highwater mark that happened every year. This flood is earlier than it normally is, and probably worse than it was 20 years ago. Between climate change, deforestation and building in flood prone places, this is the norm for China.

It is probably that the local government used the phrase '百年一遇', which indeed means 'once in a century' literally, but no one uses it that way. People say it when referring to something 'really rare', in a bit exaggerated way. When this phrase was translated to other languages, however, it was translated literally, so it sounds a bit odd. Reservoirs provide multiple benefits to the country. Most notably water storage and flood control. These are competing purposes. The control of these functions must be given to an entity relatively free of political pressure. Otherwise disaster ensues!! If water storage is given priority over flood control, floods are inevitable. I do not see the CCP under Xi being capable of providing the kind of rational balancing of these competing needs necessary to maintain safety. Unfortunately the beleaguered Chinese people will suffer periodic calamities until a sane political entity assumes control. The CCP will continue to foist disaster after disaster upon the people, and cover up their errors, hoping to maintain their stranglehold on power.
