Like clover hooks as well as tulip hooks and I have multi hooks of a couple one size because I always keep project journal of yarn hook size etc and keep the hook with project I'm doing until completed

There are different sizes of the hooks. If you’re looking at a set that is linked to a particular project, they should be different sizes. While I haven’t watched the entire video, if this particular project is directed at beginners, there shouldn’t be a lot of hook changes.

I'm pretty sure the pattern repeat are Rows 2 and 3. When you reach the length of the blanket you want it to be then you will do the last row instructions (the one you're calling Row 6) Row 6 is actually the very last row. I hope that makes sense. Good Luck and happy crocheting!
