Your guess is true. If you wacth sub you might be notice his VA is Akio Otsuka. Otsuka was Black Jack's VA. and There is name BJ in japanese credit as Akio Otsuka acting. Even without those fact, "Moguri no Isha" (unlicense doctor), astronomical fee and wearing all black are literally Black Jack.
