The WBC Clean Boxing Programme conduct 'random' testing and no set number of tests........so it may be the two dirty tests are the only tests. Not all promoters pay for an additional layer of testing for the 12 weeks pre-fight. Not all commissions impose a programme of testing for all fights. You assume that Golden Boy paid for additional testing. VADA only show Garcia as having joined the WBC Clean Boxing Programme on 20.02.2024. So this idea that he must have been tested his entire camp falls down immediately right there.
