I still adore that Patrick Warburton has absolutely no vocal range but he's one of the few rare cases where this is a positive in voice acting.

Happens all the time, we just like good voices. Off the top of my head James Hong, Matthew Mcconaughey, Gilbert Gottfried, Jack Black, Ian Mcshane, Morgan Freeman, Samuel L. Jackson, Brad Pitt, Steve Blum, David Attenborough And a ton more I kept forgetting. And I'm not even saying all of these people have no range but they definitely have a single "voice" that they are famous for and almost typecast into using.

Having a massive vocal range is the least important thing when it comes to voice acting. There are tons of actors who don't stretch their vocal ranges very far. It's the acting part of voice acting that's the most important. Voice actors themselves will tell you this.

It sounds exactly like the actor Patrick Warburton, specifically the voice this actor uses as the character "Kronk" in the Disney movie "Emperor's New Groove". That's why Laura says "Wrong Lever!" while laughing. It's in reference to the very famous scene "Pull the lever, Kronk!"

He's doing a very good impression of a popular comedian and voice actor whose "bit" is playing the comedic "henchman" of various villains and/or government agencies. The moment they recognized the voice the cast were like "ahh it is this kind of character" and Laura and Travis started quoting some of his other lines which cracked the rest of the cast up.
