If both Q1 and Q3 were postitive, would it be (Q1+Q3)?

So F23 was -ve because it’s an attractive force acting on 2 due to 3. And Q3 is still negative cause it’s a -ve charge. Thereby resulting in an addition on the magnitude of the resultant force vector.
