The Japanese must have really liked wizard of oz if they made two different animated adaptations within a few years from one another.

They made more adaptations of it than that. These are just the two most famous ones they did. The 1986 one was actually a TV series, and is the best adaptation IMO.

The Toho one was popular, so they made a TV series which ended up being even better and was later shortened to feature length for home video distribution...

The 1982 version is my personal pick. The music is good, the animation is very well done for the time and I also think it does a better job of sticking closer to the source material then the other incarnations of the story.

Three, in fact (or four, if you count the 1902 Chicago stage musical with script and lyrics by L. Frank Baum himself and music by Paul Tietjens, as well as additional songs by other popular musical songwriters of the time): the 1910 silent short film The Wonderful Wizard of Oz, the terrible 1925 silent film The Wizard of Oz (which was a box office bomb that disregards the 1900 book and 1902 musical almost completely, except for using the musical's score for underscore music in its original score, which doesn't survive AFAIK, but the 1925 film sadly does survive), and the 1933 Technicolor animated short The Wizard of Oz (which was the first adaptation to show Kansas in black and white and Oz in color).
