I don't know if this is good experiment or even an prank idea but here goes. Try to get as many people with same name and age as possible and have them try to buy alcohol as a group. See if clerk will assume that they are using fake IDs.

I just can't imagine this scenario I live in Canada and in Canada children are not allowed to be homeless they have to be taken into care and placed somewhere if a child is under 16 they must be in the custody of somebody and if there's no parents it's the government
